ULGWU Suspends Planned Strike as Government Engages in Ongoing Negotiations

The Uganda Local Government Workers’ Union (ULGWU) has announced the suspension of its planned industrial action after receiving new communication from the Ministry of Public Service. This follows Government assurances that the concerns raised by public servants are still being actively reviewed, with inter-ministerial consultations now at an advanced stage.

In a letter dated 13th April 2026, the Permanent Secretary of the Ministry of Public Service informed union leaders that Government is in the process of reaching a final position on the issues presented. The letter noted that discussions across various ministries are ongoing and that a conclusive response will be provided as soon as possible.

Within the same communication, Government appealed to the union to halt its intended strike action, arguing that suspending the industrial action would allow the consultation process to proceed smoothly. The appeal was made in line with the Public Service (Negotiating, Consultative and Disputes Settlement Machinery) Act, which promotes resolving disputes through dialogue and consultation.

Following this, ULGWU General Secretary Hassan Lwabayi Mudiba directed union members to suspend the industrial action. He stated that Government had given assurances of meaningful progress on workers’ concerns and emphasized that the union remains committed to ensuring all issues are addressed.

At the same time, the union stressed that it will continue to closely monitor developments. It cautioned that if Government does not deliver satisfactory outcomes after the consultations, it may reconsider taking further action to protect its members’ interests. This indicates that while the strike has been paused, the workers’ demands remain in place.

The exchange reflects ongoing efforts by both Government and the union to sustain peaceful labor relations within the public service. Both parties have reaffirmed their commitment to dialogue, with the expectation that the current discussions will result in a lasting solution for local government workers.

For now, public servants are expected to resume their normal duties as they await the outcome of the consultations. The situation remains under close observation as workers look forward to a resolution that fully addresses their concerns.
