Uganda Civil Aviation Authority has once again demonstrated its active role in national development after participating in the 4th Public Finance Management Conference held from May 6–8, 2026 at Imperial Resort Beach Hotel. The prestigious conference brought together top government officials, economists, auditors, and finance professionals to discuss strategies aimed at strengthening Uganda’s financial management systems for sustainable growth.
The three-day conference was held under the theme of enhancing public finance management to support long-term national development. Discussions centered on improving accountability, increasing efficiency in government institutions, and ensuring that public resources are managed in a way that directly benefits citizens and drives economic progress.
The event was officially opened by Robinah Nabbanja, who called upon public institutions to embrace transparency, innovation, and discipline in financial management. She emphasized that strong public finance systems are critical in achieving Uganda’s broader development ambitions and improving service delivery across all sectors.
A key highlight of the conference was the keynote address delivered by Godfrey Ssemugooma, the Acting Accountant General and a Board Member of UCAA.
In his remarks, he underscored the growing importance of digital transformation in public financial management, saying technology is becoming a vital tool in improving accountability, monitoring expenditure, and strengthening institutional performance.
Mr. Ssemugooma also linked sound financial management to Uganda’s Tenfold Growth Agenda, noting that the country’s transition into the Fourth National Development Plan (NDP IV) cycle covering 2025/26 to 2029/30 demands smarter planning and efficient allocation of public resources.
He explained that embracing digital systems will help government institutions respond more effectively to emerging economic challenges.
Throughout the conference, delegates engaged in deep discussions on domestic revenue mobilisation in a changing economy. Experts examined how Uganda can widen its tax base, strengthen local revenue collection mechanisms, and reduce dependence on external financing while maintaining economic stability in a rapidly evolving global environment.
Participants also explored the changing role of external audit in the digital era, with emphasis placed on modern auditing systems, data-driven oversight, and strengthening accountability frameworks. The discussions highlighted the need for public institutions to adapt quickly to technological advancements in order to maintain public confidence and improve governance standards.
UCAA’s participation in the conference reflected its continued commitment to supporting Uganda’s development agenda through strong governance, innovation, and responsible financial management. By taking part in national conversations focused on economic transformation, the authority reaffirmed its dedication to contributing towards a more accountable, transparent, and prosperous Uganda.
