The Uganda Communications Commission (UCC) has reiterated its commitment to steering the country’s telecommunications sector through a regulatory approach grounded in consultation, evidence, and industry support. This position was emphasized during a high-level stakeholder engagement held on 11 June 2026 at the Commission’s headquarters in Bugolobi, where telecom operators gathered to discuss pressing sector concerns.
At the meeting, the Executive Director of UCC assured industry players that the Commission does not impose regulatory decisions in isolation. He noted that major interventions are preceded by structured consultations with operators and other stakeholders, ensuring that different perspectives are considered before policies are finalized.
He explained that this consultative process is designed to produce balanced and practical regulations that reflect the realities of Uganda’s fast-evolving telecommunications landscape. According to him, open dialogue helps reduce friction between the regulator and industry players while improving policy effectiveness.
The Executive Director further highlighted that UCC places strong emphasis on data and empirical evidence when shaping regulatory frameworks. He said that every policy measure is assessed for its potential impact on business operations, revenue performance, and the long-term sustainability of telecom companies. He added that a thriving telecommunications industry is essential for broader national development, particularly in driving digital innovation, attracting investment, and expanding access to communication services across the country.
For this reason, regulatory decisions are carefully designed to avoid stifling growth. At the same time, he stressed the importance of maintaining a balance between commercial interests and consumer welfare. While operators must remain profitable to sustain infrastructure expansion, consumers must also benefit from affordable, reliable, and high-quality services.Despite these reassurances, some industry observers continue to question how fully stakeholder feedback is reflected in final regulatory outcomes.
They argue that while consultations take place, the extent of their influence on final decisions is not always clear, fueling ongoing debate within the sector.Nonetheless, both UCC and telecom operators agreed on the importance of continued engagement as the industry evolves. The discussions underscored the shared responsibility of ensuring a stable, innovative, and inclusive telecommunications environment in Uganda.
