Uganda Communications Commission (UCC) Executive Director Nyombi Thembo has issued a strong warning to individuals operating public Wi-Fi networks and internet hotspots without the required authorisation, saying they risk arrest as the regulator intensifies efforts to enforce compliance across Uganda’s growing digital sector.Thembo made the remarks during an interview with Bukedde TV’s Siraje Kizito on the Ekyenkya programme, where he discussed UCC’s 25-year journey and highlighted some of the key issues shaping Uganda’s communications industry.

He particularly addressed the rapid expansion of internet access and the need to ensure that digital services operate within the law.According to Thembo, individuals who purchase internet services and then resell them to the public through Wi-Fi hotspots are required to obtain the appropriate licences and authorisation from UCC. He explained that the requirement is intended to ensure that businesses providing such services are properly regulated and accountable.

The UCC Executive Director also stressed that equipment used to provide public internet services must be type-approved by the commission. He said this helps maintain acceptable service standards while also protecting communication networks from interference caused by equipment that has not undergone the required regulatory checks.Thembo further raised concerns over security and privacy gaps among some unregulated hotspot operators. He noted that failure to maintain proper Know Your Customer procedures and data protection measures could expose users to risks and make it harder for authorities to trace and investigate crimes committed through digital platforms. He revealed that enforcement against illegal hotspot and public Wi-Fi operators has already started, with some arrests being made. At the same time, Thembo said UCC is combining enforcement with public awareness by educating operators about the requirements they must meet to operate legally, adding that a formal statement will be issued after consultations with stakeholders.Beyond public Wi-Fi, Thembo discussed Uganda’s expanding telecommunications infrastructure, saying telecom masts operate under international electromagnetic safety standards.

He also pointed to the rollout of 5G and satellite technologies as important developments that could expand connectivity, especially in underserved rural communities, while Uganda prepares for future technologies such as 6G.Thembo also explained UCC’s wider role in Uganda’s digital ecosystem, including support for content creators and online broadcasters, cyber-safety initiatives, management of spectrum and numbering resources, ICT infrastructure in public schools and Consumer Parliaments. He urged victims of cyber harassment to report cases to law enforcement, saying UCC provides technical assistance to investigators, and reaffirmed that the commission’s broader goal is to support digital transformation while keeping Uganda’s communications sector safe, orderly and properly regulated.
