Driving Institutional Transparency and Formalisation: URSB Rolls Out the Non-Individual Register in the Kigezi Region

Today, the Uganda Registration Services Bureau (URSB) successfully convened a high-level regional stakeholder engagement workshop at Cephas Hotel in Kabale, focused on the implementation of the new Non-Individual Register (NIR).

The workshop was officially opened by the Kabale Resident District Commissioner, Maj. (Retired) Godfrey Katamba, who commended URSB’s decentralized approach to empowering local enterprises and strengthening governance.

The engagement brought together a diverse group of strategic partners, including district leadership from various Ministries, Departments, and Agencies (MDAs), Local Government administrators, the Kigezi business community, and prominent association leaders.

Mandated by recent legal advancements under the Tax Procedures Code (Amendment) Act, the Non-Individual Register acts as Uganda’s unified public infrastructure for identifying corporate and communal organizations.

Core Benefits of the Non-Individual Register (NIR):

  • Streamlined Interoperability: By issuing a single, trusted Entity Registration Number (ERN), the register links entity data seamlessly across licensing, procurement, land administration, and financial regulation systems.
  • Mitigation of Risks and Fraud: The centralized database effectively eliminates duplicate or ghost records, fostering an ecosystem of accountability by verifying the directors, beneficial owners, and trustees behind every organization.
  • Data-Driven Governance & Planning: Accurate, centralized data allows local governments and national bodies to plan resources, regulate fairly, and properly support active cooperatives and businesses.
  • Improved Ease of Doing Business: Removing institutional bottlenecks simplifies compliance requirements, making it significantly easier for compliant entities to access credit, clear regulatory approvals, and engage in modern digital commerce.

The transition to a unified digital registry marks a major milestone in modernizing Uganda’s public service delivery and safeguarding the integrity of our economy.
