The Office of the Minister for the Presidency has issued a fresh public warning to Ugandans over a growing number of fraudsters who are allegedly exploiting citizens by promising them appointment into senior government positions such as Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), and their deputies in exchange for money.

In a statement released on Wednesday, July 1, 2026, the ministry expressed deep concern over the increasing cases of individuals posing as government agents and deceiving members of the public with false promises of securing them influential administrative jobs.
Authorities emphasized that the appointment of RDCs and related offices remains an exclusive constitutional mandate of the President of Uganda, Yoweri Museveni, and cannot be influenced, negotiated, or facilitated through intermediaries or brokers.

The ministry further clarified that at no point are applicants required to pay any money for consideration, stressing that all public service appointments are conducted through official government procedures and remain completely free of charge.

It also dismissed widespread rumors suggesting that there is an ongoing recruitment or reshuffle process being conducted outside official communication channels, warning the public to ignore any such claims as false and misleading.

Officials said the fraudulent schemes are deliberately designed to take advantage of job seekers’ hopes while also undermining confidence in the integrity of government appointment systems.

Members of the public were urged to stay alert, avoid sending money to individuals claiming to have influence over RDC appointments, and immediately report suspected scammers to law enforcement authorities or through the toll-free hotline 0800-320-320.

The government reaffirmed its commitment to transparency and integrity in all public appointments under the authority of the Government of Uganda, insisting that only official announcements should be trusted regarding recruitment and reshuffles.
