Kampala Capital City Authority (KCCA) top officials have convened in Entebbe to chart the city’s development trajectory over the next five years, as part of a strategic planning retreat held at Imperial Golf View Hotel. The two-day session brings together city leaders to refine the KCCA Strategic Plan for 2025/26–2029/30.The retreat is attended by Lord Mayor His Worship Erias Lukwago, KCCA Executive Director Hajjat Sharifah Buzeki, Deputy Executive Director Benon Kigenyi, directors, and members of the City Executive and Planning Committees. Leaders are reviewing past achievements, assessing challenges, and crafting strategies to guide Kampala’s transformation.Lord Mayor Lukwago emphasized the need for an inclusive, citizen-driven approach to planning, saying the retreat provides a platform to reflect, innovate, and set actionable priorities that respond to the aspirations of Kampala residents.Aligned with the National Planning Authority (NPA) Regulations of 2018, the retreat also evaluates the outgoing Strategic Plan (2020/21–2024/25) and validates its draft evaluation report. Discussions focus on key development priorities such as new market establishments, job creation, enhanced healthcare and education, expansion of green spaces, and youth skills programs.Executive Director Buzeki highlighted the importance of forward-looking planning. “Our goal is to dream into the future, and that future is the next five years,” she said, stressing that the plan must align with sustainable development goals while addressing the city’s pressing needs. The draft strategic plan is anchored on four main objectives: driving economic growth, improving population well-being and inclusiveness, strengthening governance and oversight, and enhancing institutional capacity for organizational excellence. It is also aligned with Uganda’s National Development Plan IV (NDPIV) and will inform the FY2025/26 Council Policy Agenda. The retreat serves as a platform for consolidating inputs from all committees to produce a refined roadmap for Kampala’s socio-economic transformation. The plan will guide investments in infrastructure, service delivery, urban governance, and institutional reform over the next half-decade.By bringing together city leadership in a focused environment, KCCA aims to ensure that Kampala’s growth is sustainable, inclusive, and responsive to the needs of its residents, setting the stage for a more resilient and prosperous capital.
