URA Unveils Tough New Tax Compliance Plan To Close Revenue Gaps And Fight Evasion

The Uganda Revenue Authority (URA) has stepped up its efforts to improve tax compliance with the implementation of a new Taxpayer Compliance Risk Management Strategy for the financial year 2026/27.The strategy is intended to encourage taxpayers to voluntarily meet their tax obligations while helping URA identify and respond to emerging compliance risks. The authority says the approach will promote a tax administration system that is fair, transparent and efficient for both taxpayers and government.

URA will rely on taxpayer information, transaction records, trends within different sectors and other legally obtained data to identify areas where compliance gaps exist. The information will guide the authority in determining appropriate interventions based on the level and nature of the identified risks.A major part of the strategy is the Compliance Improvement Plan for FY 2026/27, which will translate identified risks into specific actions targeting taxpayers.

The plan will focus on registration, filing, declaration, payment and accurate reporting of taxes, with the aim of improving compliance across the taxpayer population. The authority will also focus on the formalisation and registration of taxable businesses and activities, accurate reporting of sales, income and taxable transactions, as well as timely payment of taxes and management of outstanding obligations. Compliance with EFRIS, including registration of applicable non-VAT taxpayers in the 12 gazetted sectors, will also be monitored.Other areas of focus will include compliance with Digital Tax Stamps requirements and action against tax evasion, avoidance, abuse and systemic exploitation of the tax system. URA will also undertake sector-specific compliance interventions while providing targeted education and support to taxpayers.URA has reminded taxpayers to keep their registration information updated, file complete and accurate returns on time, declare all taxable income and transactions, issue the required fiscal documents and maintain proper books and supporting records.

Those required to comply with EFRIS and DTS must also ensure they meet the relevant requirements and pay taxes within the prescribed deadlines. The authority has further urged taxpayers to respond promptly to compliance communications and seek clarification whenever necessary. Members of the public can contact URA through its toll-free lines 0800-117000 and 0800-217000, WhatsApp on 0772140000, email services@ura.go.ug or through the URA website for more information and support.
