The African Development Bank (AfDB) has commended the Kampala Capital City Authority (KCCA) for maintaining high standards of transparency, financial discipline and accountability in the implementation of the US$288 million Kampala City Roads Rehabilitation Project (KCRRP).AfDB Country Manager Themba Bhebhe delivered the praise during a meeting with KCCA Executive Director Hajjat Sharifah Buzeki at City Hall, where he said the project had maintained a clean record without cases of embezzlement, corruption or procurement malpractice.

He attributed the progress to effective financial management and strong institutional controls.Bhebhe, however, urged KCCA to move faster on the remaining contracts so that the project can be fully delivered within the planned timeframe. He also called for continued compliance with environmental and social safeguards to ensure that the final phase of construction does not create unnecessary risks for communities or the environment.Buzeki thanked AfDB for its continued financial and technical oversight, saying the Bank’s involvement had strengthened implementation and helped guide the project towards its intended objectives.

She assured the development partner that KCCA would maintain the required standards as it works to conclude the outstanding components. The KCCA boss further appealed to AfDB to consider financing other integrated transport initiatives being developed by the Authority. According to Buzeki, Kampala needs sustained investment in interconnected transport infrastructure to address congestion, improve movement and create a more efficient and sustainable urban transport system. The KCRRP is a seven-year programme financed by the African Development Bank and African Development Fund, with its loan becoming effective in July 2021.

Although implementation of physical works was affected by delays linked to the COVID-19 pandemic, construction eventually commenced in 2022, with overall implementation reaching approximately 78 percent by April 2026.The project is transforming more than 78 kilometres of Kampala’s road network, including Salaama Road, Spring Road, Fifth, Sixth and Seventh Streets, Portbell Road, Old Mubende Road and Sir Apollo Kaggwa Road. It also covers drainage improvements, energy-efficient street lighting, traffic signalisation, rehabilitation of 22 junctions and construction of more than 148 kilometres of walkways and other non-motorised transport facilities.

With the project now approaching its final stages, KCCA says it remains focused on completing the outstanding works while upholding the accountability, environmental protection and social safeguards highlighted by AfDB. The Authority expects the investment to ease congestion, improve urban mobility and strengthen Kampala’s infrastructure as the city moves towards a more modern and resilient future.
