President Yoweri Kaguta Museveni has witnessed the official signing of a Memorandum of Understanding and operational licence agreement between the Uganda Communications Commission and Starlink, a move set to transform internet access across Uganda. The agreement clears the path for the satellite internet company to begin preparations for commercial operations in the country.

Sharing the development through a statement on X, President Museveni described the agreement as a significant breakthrough for Uganda’s telecommunications sector. He noted that the partnership reflects the country’s commitment to embracing modern technology while ensuring that all operators work within the national legal framework.
The President emphasized that Uganda’s core interest lies in maintaining security, accountability, and proper regulation within the communications industry. According to him, authorities must always know which companies are operating in the country and ensure that customer information is managed within approved regulatory standards.

The arrival of Starlink is expected to strengthen internet connectivity, particularly in remote and underserved regions where conventional broadband infrastructure has remained limited for years. Many observers believe the technology could bridge long-standing digital gaps affecting education, business, and innovation.

Government officials view the agreement as an important step toward accelerating Uganda’s digital transformation agenda. Improved connectivity is expected to create opportunities for online learning, telemedicine, e-commerce, financial technology services, and remote employment across different parts of the country.
