The Uganda Communications Commission (UCC) has re-advertised a call for business plan proposals from suitable partners to support the establishment and operation of Information and Communication Technology (ICT) clubs in 100 secondary schools across Uganda. The initiative will be implemented through the Uganda Communications Universal Service Access Fund (UCUSAF) as part of efforts to promote the use of technology in education.
The selected partner will work with UCC to strengthen ICT skills among students in schools where UCC, through UCUSAF, has already established computer laboratories.According to the Commission, the programme is intended to move beyond providing computer equipment by helping students acquire practical skills that can be applied in education, business and other areas of life. Students will be supported to learn areas such as coding, programming, web design, digital content creation, cybersecurity and computer maintenance. The ICT clubs will also give learners an opportunity to turn their skills into practical innovations.
Participating students will be encouraged to develop solutions such as school websites, databases, mobile applications, digital learning materials and projects aimed at addressing challenges within their communities.UCC also expects the clubs to promote peer-to-peer learning, mentorship and collaboration between schools. The programme will provide opportunities for ICT competitions, community outreach activities and interaction with professionals from the technology industry, helping students gain exposure to practical experiences beyond the classroom.
The programme will further focus on making the ICT clubs sustainable after their establishment. Schools will be expected to develop equipment maintenance plans, mobilise resources, integrate ICT club activities into existing school programmes and maintain proper records of activities, progress and achievements. The grant will be funded under UCC’s collaborative grant framework for the 2026/2027 Financial Year. Interested organisations are required to submit their proposals within the application period running from September 28 to October 12, 2026, with final applications submitted online through the UCC e-services platform by 5:00pm on October 12.
