The Uganda Communications Commission (UCC) has re-advertised a call for project proposals under Phase III of the National E-Booster Programme, opening a fresh opportunity for locally developed technology solutions seeking support to grow, improve service delivery and address some of Uganda’s socio-economic challenges. The programme is being implemented through the Uganda Communications Universal Service and Access Fund (UCUSAF), which supports initiatives aimed at expanding access to communications services and technology while promoting digital inclusion, innovation and socio-economic development across the country.
According to UCC, the latest phase is part of broader efforts aligned with Uganda Vision 2040, the Fourth National Development Plan and the Digital Transformation Roadmap for 2023/24–2027/28. The Commission says the initiative will contribute to strengthening Uganda’s digital ecosystem and encouraging the creation and adoption of locally relevant information and communication technology solutions. The National E-Booster Programme was established to identify promising locally developed ICT innovations and provide them with support to move beyond the development stage. Through the programme, selected innovations can receive assistance intended to strengthen their products, improve their ability to reach users and create opportunities for enterprise development and employment. For Phase III, the implementing partner will be expected to establish a transparent and competitive process for identifying high-potential ICT innovations.
The partner will also provide selected innovators with acceleration support, including mentorship, incubation, technical assistance, business development, product validation, commercialisation support and connections to potential markets and investors.UCC further expects the implementing partner to organise innovation showcases and stakeholder engagements designed to encourage collaboration, investment, partnerships and wider adoption of supported ICT solutions.
The partner will also undertake an assessment of Uganda’s ICT innovation ecosystem and manage the required knowledge and documentation components under the programme. The grant application window opened on September 28, 2026, and will close on October 12, 2026, at 12:00pm. UCC has also scheduled an online pre-grant application meeting for October 2, 2026, at 10:00am to guide interested applicants through the process and requirements.
